Announcement of the president of Psycho-Rehabilitation Centre for Torture Victims, RCT/Empathy, Mrs. Mariam Jishkariani regarding the meeting with the Chairman of Georgian Parliament on 25th of April, 2017: Regarding the mentioned above meeting we’d like additionally to inform you that the president of Psycho-Rehabilitation Centre for Torture Victims, RCT/Empathy, Mrs. Mariam Jishkariani in protest left the meeting, because, unfortunately, discussing key issues of constitutional changes, such as electoral law of President of Georgia, as well as electoral system, with the Chairman of Parliament was impossible. Dissenting opinions The Chairmen of Parliament considers as “Inadequate”. The question referred as well to procedural issues, namely, in our opinion, before elaborating constitutional changes should be held plebiscite and/or referendum about essential changes in constitution, forasmuch we consider that such issues should be decided by people in democratic countries. The mentioned issue irritated the Chairmen and we think that in the created situation it would be more appropriate to send him our opinions in written form, at the same time we consider to send them to the Venice Commission.
